Out of curiosity, are there any Classes or Prestige Classes that allow you to concentrate or give up an action, and the longer you do so, the more damage or effect is produced?
Concentrate for more effect

There are a few spells in PHB II that have increased effect the longer you spend casting them. That's not exactly what you're talking about, but it's all I can think of offhand.
There are about 4 classes in Librum Equitus Vol. 1 that get the Pinpoint Accuracy ability:
Pinpoint Accuracy: At 3rd level and higher, the Military
Archer can spend a full round action doing nothing else but aiming
at a target, and then gains a +2 circumstance bonus to the attack
roll against that target. (Aiming can last up to one round per point of
Wisdom Bonus, with a minimum of one round and a maximum of 4
rounds, adding +2 to the bonus for each additional full round of
aiming). The Military Archer must use a full-attack action to make
one attack that receives this bonus and he cannot be in an area
threatened by an enemy while aiming. (If an enemy moves and
threatens the Military Archer while he is using Pinpoint Accuracy, he
does not gain any bonuses to his attack.)

Two very will writen books for PrCs. IMO, better thought out than many of the PrCs WotC prints. They are written for 3.0, though.
