Is there a way to effectively use and specialize in the use of Senbon, or other needleesque weapons? What kind of build would do this?

I could see a rogue/master thrower who is capable of delivering and making various poisons to absolutely pepper up people with things like rapid shot and many shot to debilitate an opponent. You are correct though in that it isn't really optimal for all situations.

Maybe a gish build with a 1-level dip in Arcane Acrher (assuming you can use its abilities on a needle).
