Concussion vs. Mind Darts (psionics question)

Why would anyone ever choose to use Mind Darts instead of Concussion?:
3rd level vs. 2nd
Range 30' vs. 100' + 10'/level
Power cost 5 vs. 3
2d6 vs. 3d6
Concussion works even if the target has concealment, Mind Darts doesn't.

So, who would ever bother choosing it as a power, let alone using it?

It's all about the main stat. Concussion is CON based, Mind Darts is INT based. If you're playing a battle mind with a Con under 12, you can't use Concussion, but if you had an INT of 13, you could use mind darts - not as good, but a damage attack option. Also, against anything with sonic/concussion resistance, the mind darts would still affect it.
