Confused about Monk speeds

I'm sure this has been answered elsewhere, could someone post a link or answer for me?

I have a small monk, how do I calculate his speed bonus? There is no note in the listing of the speed bonus noting that it is different for smaller creatures, but there is a note for unarmed damage.

Expeditious retreat, on the other hand, doesn't mention size variations.

Did they eliminate this in 3.5? Or are all things based off of the 2/3 speed rule mentioned in the PHB?

The speed bonus for monks is the same no matter the size. And yes, this is a change from 3.0. (a small monk will usually still be slower than a medium one, given that most small races have a base speed of 20 ft.)
