Confusion about Inhibit spell timing...

[h=2]Inhibit[/h]You inhibit your foe from acting. The subject is forced to delay until the following round, acting immediately before you on your initiative count.
What happens if your opponent has already taken his action this turn? Is half the spells function (causing a delay) simply wasted, the only effect taking place being the movement of the victims initiative count?

Or might your opponent be forced to choose 'Delay' for his next action, which would now be declared upon the victims new initiative count?

What's the source of this? I'd like more context. It looks entirely sketchy to me.

It's from the Miniature's Handbook. It's a 1st level enchantment/charm spell with Will negates.

In answer to the OP, our group concluded that it simply moved initiative count if the subject had already acted.
