There was a 2e conversion of the Romero/Resident Evil zombie called "The Hungry Dead" in Dragon... #140, I think was the number (Halloween issue with a Jess Easley cover depicting a grinning armored skeleton crashing through a door with his axe).
That was a great article with all kinds of evil undead from myth and legend. Spirit Ghoul (a possession by a ghoulish spirit), Bloody Bones, etc., were all in there. Can't find my copy, but great article.
Anyway, the Hungry Dead in Dragon were zombies whose bite turned you into one and the only way to kill them was to target their brain (although there were options for other "must hit" locations, such as the heart, for more voodoo like undead). That's what is missing from your versions of the "plague zombie", the fact that they ignore all damage except to their brain/spine, or that which cripples/removes a limb. This is where hit location becomes paramount and is something D&D doesn't do very well. But IMO it's essenial to recapture the flavor the Dead films and Resident Evil video games. One idea is to allow critical hits on plague zombies, indicating that the brain has been injured. 2e had a mechanic for this in the Dragon article mentioned above (under "Hungry Dead").
