A few points on the last few comments:
1) If someone casts Control Winds during a surprise round, there is little that you can do about it. One of the "virtues" of this spell is that it is easy to surprise someone with it, considering its great range.
2) An easier way to increase the power of the winds is to have your Sor/Wiz friend to cast Gust of Wind. Gust of Wind can create winds up to 50 mph, so the increase in wind force would be only 4 steps. Since Gust of Wind has a duration of one round instead of instantaneous, this is a viable strategy. So a 12th level druid/cleric with air domain could pull this off, as could a Sor/Wiz with 7th level spells with a Limited Wish and a quickened Gust of Wind.
3) I challenge anyone to come up with a PH spell that damages a larger area quickly/more efficiently. As a city destroyer, it is nearly unmatched.
4) With some pre-placed rocks &/or shrapnel, you can add to the fun and flavor as you blast them at high velocity.
