D&D 5E Converting Nazin Redthorn to 5E

I'm new to 5E and sort of missing 4E (though happy to switch) and I'm having a hard time switching gears.

Nazin Redthorn is the bad guy of Reavers of Harkenwold. He's a 5th level Elite Human Soldier (Leader).

How do I best represent this dude, the Boss of the adventure, in 5E? I was thinking of using the Hobgoblin Warrior as a template and then tweaking him. Does that make sense?

The 4E Nazin Redthorne has the following ability I'd like to represent somehow in 5E.

Infernal Flames
Attack: Close burst 5 (enemies in the burst); +8 vs. Reflex
Hit: 2d6 + 5 fire damage, and the target is dazed (save ends).
Effect: Each ally in the burst regains 10 hit points.

I'm not trying to literally translate that to 5E, I just want to give Nazin some cool infernal ability to represent his background and training. Any suggestions?

At first i thought this was related to nazis somehow...

Anyway, you can use basicly anything as a base. Human, tiefling, fire genasi could be good choices, former for more relatable "i have trained for this", while the other two are rather in the born with the gift type of thing.

You could give him burning hands or hellish rebuke as spells to be used.

personally, given it is a one-off opponent, I would probably go all out and translate the power.

Something like:

ACTION
Infernal Flames (recharge 5 or 6): Creatures within 10 feet of Nazin must succeed on a DC 12 Dexterity saving throw, being Stunned for one turn and taking 11 (3d6) fire damage on a failed save, or half as much damage on a successful one. Creatures allied to Nazim within this radius gain 10 temporary hit points instead.
