If the public (not aspiring to be game designers) wants to use the SRD without buying Wizards' product, I strongly suggest Wizards to strip the document down further, making it more of a toolkit for game publisher and less like a free replacement to the core rulebooks.
Things like leaving out the description of the monster (all fluff) and its culture is a good start. Also, description of the spells. Just give out the game effect like "Fort Save vs. DC 15, or die" without having to describe what happens to the character (again, something like "turns the character into a gelatinous pile of carcass" is just fluff).
