She has already built her army. She is actively involved in the conquest of a surface human kingdom some ways away. The players hear about this sometime after the fall of the kingdom.
So now she has a power base on the surface. Drow by night, and evil humans by day. This is her first step in her plane to conquer the surface elves and make them a despised slave race. (First step equals disposable troops).
