Countering the effects of a Deck

A 17th level character in my campaign just recently drew from the "Deck of past and future possibilities," a magic item similar to the Deck op Many Things. You can find the deck on Sean Reynold's web site. He got the card which drains all power from all his magic items. Now, the party is in posession of a ring of 3 wishes, which contains one wish. He wants to use the wish to reverse the draw. Either that they never found the deck, or he never drew the card, etc.

An npc told him (truthfully), that the deck was not as powerful as a TRUE DoMT, which influenced his decision to draw from the deck. By metagaming, he assumed that meant this paticular card wasn't in there. It wasn't, but a variation on it was.

My question is this: Can a wish affect a minor artifact? Also, having a 17th level character with no magic in the 3rd level of Rappan Athuk could DRASTICALLY affect their chances to survive the upcoming battle against Orcus. Should I backpedal and let him use the wish as he wants?

Artificacts would not be drained by a deck. Stolen by the Talons card maybe but not drained.

Magic can be temporarily replaced by magic vestment and greater magic weapon. Other party members could toss a few items in as charity. Isn't there a pool of lesser magic items that no one was using before that the character can draw on?

A wish only grants a single item of up to 15k value.

Drawing from the deck is a dangerous thing and only some of the effects can be mitigated.
 

Well, I say you draw from the deck you takes your chances. Don't get me started on what happened to my last character when I drew from a DOMT:)

As far as a know mortal magic doesn't work on any artifacts, so I wouldn't allow a wish to undoe the effects. Basically, it sounds like a magicalless 17th level character is going against a badass villian. Sounds like the greatest challenge of his life, and a huge oppurtunity for roleplaying. He'll probably need extra allies, contacts, pull every trick out of the book, write a new book, and pull all of the tricks out of that one.
