Couple of questions about Dispel Magic

1) If Dispel Magic is stored in a ring of counterspells, would it be able to counter a dispel attempt cast at the wearer?

2) Does dispel magic effect ongoing potion-based effects (i.e. a potion of fire breath no longer allows the user to breath fire)?

If it's a targetted dispel, yes.

Yes, assuming it's a supernatural effect (and there's no reason why it shouldn't be).
