Some rules questions that came up last time I played:

1. The healing potion does nothing if you have zero healing surges left?

2. Many abilities that have effects based off of your stat modifier say "minimum 1", is this the general rule for all such situations? For example thunderwave pushes a number of squares equal to your wisdom modifier (i think)... if your modifier is zero or less, do you push 1 or zero? what about minus?

1) Correct.

2) If it does not say minimum 1, than if it's specifically applying a bonus, it's minimum 0. You can't push less than zero as well, so therefore that ability is zero.

If you're dying and someone else administers the potion, it does something:
Regain Hit Points: When you are dying and receive healing, you go to 0 hit points and then regain hit points from the healing effect. If the healing effect requires you to spend a healing surge but you have none left, you are restored to 1 hit point.

If dying, the potion brings you to 1 hp, otherwise, no effect.
