For low level parties... like it's been said before... you just have to do it customized. You do NOT want to liberally toss CR 3 creatures in there, even if the EL of the party is 5. A CR 3 creature can most likely kill a level 1 character in one hit, and it might have damage reduction or other abilities that the characters can't deal with.
You have to be very careful with your selection of creatures when dealing with large numbers of low level characters. I know it's boring tossing bunches of orcs, goblins, skeletons and such at them... but until they get a few hit points under their belt, a CR 2 creature can still be very lethal to a character.
