CR of an epic kobold?

i'm about to start an epic campaign and i was thinking of having them run into an epic kobold, the suprise factor alone should be amusing as heck :)
but i'm not sure what cr it should have, for example a 25th level sorcerer kobold. kobolds have a cr of 1/6 so do i round up? cr 26 or down cr 24? obviously kobolds don't make the best epic characters and i assume thier cr would reflect that but i'm just not sure how to rate them.

If the CR is 1/6 then obviously you should throw 6 25th level kobold sorcerors for a EL 25 encounter. That will surprise them.

Seriously though, the run-of-the-mill kobold is only so lowly because the standard variety are commoner class. A PC-classed kobold could easily be as effective as any of the standard PC races.

Kobolds are viable as a PC race without significant modification. Pluses: Small, 30' mv, +2 Dex, Darkvision, +1 Natural Armor, +2 to Trapmaking, Mining and Search. Minuses: -4 Str (including sz), Light Sensitivity. On the balance, that is a fine package for a Sorceror or a Rogue character.
 

I would actually say a Barb10/Cleric15 would be just as scary. Imagine the buffs that sucker could lay down, before unloading the rage upon them. Especially if the Kobold had the Magic Domain, and had their hands on Contingency from a scroll... Scary. :)

But, go for the Kobold Sorceror. GO kobolds!
 

Thereafter, it would be great fun to have commoner kobolds find the epic PCs. If they never attack it, they'll never find out it has 3 hp.

Augmented Criticals (Ex): The kaiju kobold threatens a critical on an attack roll of 18-20 with its natural attacks, dealing triple damage on a successful critical hit.

I think your common member of any race has warrior stats, and that applies to kobolds, too, if I ain't wrong.
