CR 7 is right (by the book).

Bugbears are CR 2 and have 3 HD, so adding the first 3 levels of Sorcerer (unassociated class levels) increases CR by +0.5 each, to 4 (3.5 actually, but there are no half-steps), then each additional level counts full towards CR (they are associated class levels at this point).

As a character, the Bugbear Sorcerer would be ECL 10, though, but CR is usually lower than ECL.

If you think it's too low, just set it to CR 8.

Don't you round down in D&D/d20? Wouldn't it be CR2 + 1.5 + 3 = 6.5 = 6?
 

The reason for the non-associated class level adjustment is actually pretty applicable in this case. Think about it this way--how is this character going to be fighting? Will he charge into melee like a regular bugbear? If so, the sorcerer levels aren't going to help all that much. It'll give some opportunities for buffs, but not a whole lot of extra HP or BAB over a regular bugbear. Or, will he be hiding in the back shooting fireballs, like a regular sorcerer? In that case, the bugbear hit dice don't do much-the extra hit points & natural AC will make it take a little longer to take him down, so he'll be just a touch tougher than a human Sor6, but not really by a lot. CR7 is probably about right ...
