Also remember that hes and archmage, thus spell power is likely as are MUCH higher level spells. Sure he can cast charm person, but why not dominate person, or charm monster, or dominate monster. Low level spells have lower DCs, but an 18th level character doesn't rely on 1st level spells (other than maybe magic missle) for much of anything.
Of course one has to ask why your doing something to a 2nd level character with an 18th level one, or what the archmage could possibly want with a charmed 2nd level PC. He can summon creatures capable of killing several parties of 2nd lvl peons.
