D&D 5E Create or Destroy Water spell ruling

Loads of reasons why you were right not to allow this. Among them, in addition to those above, you could add that the liquids in a creatures body are not water, they are solutions that contain some water. Blood is not water and the spell specifically states create or destroy water not 'create or destroy water based solutions'.

What if you turn the person's outer body into wood, turn their organs and bones into melting ice, and have him appraised by the container guild as a container?

However, I would rule that if you cut off the head, split the skull open, scooped out the brains, replaced them with water, then cast destroy water, that might kill your victim. But I would allow a CON save.
