D&D 5E Creating a Challenging monster for a Lvl 20 party

As parties scale up in levels, the extra actions they have become more and more useful. If they can remove even one round of actions from their target, they usually overwhelm it. You also are putting your brain against 4-6 others.

I usually find that minions that keep the party off the big bad allowing a few rounds of actions make them a lot tougher than just having them alone to absorb all the damage and actions that the party dishes out.
