Creating and Pricing special Warhorses...

Getting a good mount is only the first step. I mean how tough is your cgharacter with no magic items? So, get magical shoes and bit and bridle, magical saddle and even some armor if you want.

I'm looking for a dire horse to be the mount for my 9th level character. You can roll up a bunch of random horses and someone with skill can compare them to each other. The windrider describes this method.
 

I'd handle it by using the Dire horse and Legendary horse entries in MOTW. Since it could be a companion for an 8th level druid, I don't think it's out of bounds for a level-8 equivalent cohort.

It would require a quest to actually get one - and the people who have them would use them as mounts.
 

This exact situation came up in the game I play in. My PC wanted a horse that was a cut above the norm. So we went to a horse-trader, and asked to see the cream of his breeding stock.

The DM basically tweaked some horses (advancing them a hit die and giving them a couple improved abilities by 2) then let the PCs examine the horses and make choices. All the horses were "better" than normal horses, though we didn't know their exact stats until we'd chosen our mounts (three PCs wanted the special horses.) Afterward, we were given the stats for bookkeeping purposes. My horse's stats: Str 18, Dex 15, Con 17, Int 2, Wis 13, Cha 6, 29hp. Cost: 500gp These were light warhorses, though, (I wanted the extra speed,) so an elite heavy warhorse may cost a bit more.

You may be only referring to the Dire Horse when you mention it being a companion to a druid, in which case that's true. The Legendary Horse, on the other hand, has at least 15HD (don't have the MoTW with me,) and thus would certainly not be a companion to an 8th-level druid.
 

I think the edge you are looking for is adding feats for your mounts.

The Lippanzer stallions do lots of neat tricks like the Lone Ranger's, "hi-ho-silver!" type of rearing up on hind legs thing. Kicking with both hind legs is another one, and keeps your enemies back if they know what's good for them.

Horseback archers of Mongolia do more riding feats like steering with one's knees (but the horse needs to be trained to do this as well).

Those are the most obvious things. A smart horse should also be averse to anyone but their master riding them. Maybe +2 or +4 to will saves for the horse to avoid charming effects show the bond between master and rider.

Pendragon you mentioned Horse special abilities ... anything beyond better stats ? Combat or special abilities ?

Feats are a way to go for sure...
