Proabably for balance, but I'm not really sure. You have to ask the designers!

If one could cast a spell with only "Range: Personal" into a cheap potion, it would be easy to ignore the Range restriction by giving the potion to someone else to use. The designers may have decided that "Range:Personal" spells are too powerful to put into such cheap items. Wondrous Items are usually more expensive than potions, so it balances better.

That's just my guess, though. Maybe someone else has a better idea.

Potions are cheaper.

Pretty much there is no limit to what can be put into a wonderous item, it just costs more than the other choices.

For example:

A druid or ranger can make a potion of neutralize poison (it is in the DMG) using the brew potion mechanic.

A cleric can make potion of neutalize poison using the wondrous item mechanic (and can't use the brew potion one since it is a 4th level spell for clerics but a 3rd level one for druids and rangers).
