Creating Wands

Can any spell be put into a wand? Or only those on the list? It seems strange that you can put Bull's Strength in a wand, but not Cat's Grace or Endurance.

Any spell under 5th level.

The list are just the ones that show up in random treasure.

Ya, any spell level 0-4 is allowed.
