So the rogue is generally regarded as one of the weaker "strikers" beyond tier 1. Rangers good in tier 1 at least.
I'm currently in the putting togather a new campaign stage. One player is interested in ranger or rogue.
From previous game im coming down the magic loot. I was fairly close to DMG guidelines but to many legendaries not enough very rares handed out.
Basic (+1+2,+3) will be available along with basic scrolls for sale (rituals, level 1-3). I'll sprinkle vendors around with curated lists and put the rest into the adventures. Bastions are being used so they will have time for crafting.
I haven't put much though into things like wands and staves though. A thief with a DM playing ball could potentially be very good. I'm willing to play ball up to an extent with wands of magic missile, fireball or lightning bolt and scrolls.
Staves of Power not so much. I'll have to reread the DMG rules.
So thoughts on this. If you were a thief what would you want from the DM. What would make you think the DMs an idiot if they handed out certain items. Two wands theoretically allows two spells same round limited by charges.
Location initially probably the stone lands and the lands of former Asram and Anauria.
