Magic Item Creation:
All ‘Magic Item Creation’ is feat based but also skill based. The Feats grant a new skill under the craft heading ‘Craft: Feat Type’. Ex. Craft: Brew Potion.
The mage gets a base of ½ Lvl + Int Bonus for free in that skill.
Ex. Joe Mage takes the feat Brew Potion, his Int is 18 and he is 8th Lvl, he gets a base skill in Craft: Brew Potion of 8 and is allowed to spend points in this skill up to lvl max allowed. He also gets 1 Free Skill point in each ‘Feat Skill’ per lvl.
To create an item reference the table below:

Craft Wand (5 + ¼ Charges + Spell Level + Caster Level of Spell)

Examples:

Wand of Cure Light Wounds = (5 + 1 + 13 + 8)= DC 27 For an 8th Level Caster Level
Scroll of Cure Light Wounds = (1 + 1 + 8) x 2= DC 20 For an 8th Level Caster Level (10 for a 3rd Level Caster Level)
Sword +2 of Speed (equal to another +3) = (5 + ((2+3) x (2+3)) + (2+3))= DC 35
Potion of Cure Light Wounds = (3 + 1 + 8) x 2= DC 24 For an 8th Level Caster Level (12 for a 3rd Level Caster Level)

Failure of a Roll delays the creation for 1 additional day and allows a re-roll. Rolling a 1 or a 2 on the Creation results in ½ the cost being lost and the item needing to be restarted.

Creation takes 1 hour per 200gp (Minimum 1 hour). Cost is the same as the main rulebook, with one slight exception. For each +2 to the DC you can decrease the cost by 2%. This will decrease the XP cost as well. Minimum price is 76% of base price.

Do I understand you correctly: A spellcaster has to take the feats magic item creation and any magic item crafting feat to get benefits of the feat magic item creation feat.

In each craft magic item skill? e.g a wizard level 1 takes the feat magic item creation? He already has the feat scribe scroll, so he gets 1/2 level (which is 0,5) + int bonus for free in a skill called crafting scrolls.
So this wizard has a bonus of 2x int-bonus+ 1/2 level in this skill.
This wizard advances in level and takes at level 6 the feat brew potion.
Now he gets 1/2x level (3) + Int bonus for free in a skill called craft: brew potion.
So the wizard level 6 has a bonus of 2x int-bonus + 3 in this skill and his craft: scribe scroll is now 2x int-bonus+ 0,5 (or +3???) + 5 (because of one free skill point/level).
Craft skills are int-based so a wizard possess already a high bonus in this skills.
If a wizard has an int of 18 you grant with this feat at mininum +4 skill points + a bonus of 1/2 level + 1 skill point/level) to each craft skill which is needed in an item creation.

The maximum rank in your skill a spellcaster can have at level 8 is 11 ranks + int bonus.
Cure light wounds is a spell of cleric and clerics do not have an high int bonus.
I assume an int of 12, so this cleric gets a +1. 27-12=15. This cleric has a 75% chance to fail the check.
A wizard who wants to create a wand of magic missiles with caster level 8 has also a DC of 27. He gets a bonus of 11 rank +4 (int bonus). He has a 60% chance to create the wand.

The cleric from above has 60% chance of creating this scroll. The wizard has a 75 % chance.

Your feat favors the wizard. The wizard has a higher chance to create a powerful item. With this feat powerful clerical items are rare and more expensive.
