Not quite. A rolled number other than 20 that falls within the weapon's threat range is only a threat if it's actually good enough to hit the opponent's AC.AGGEMAM said:1) A natural 20 is always a Threat, and so is any other naturally rolled number that is equal to or higher than the threat range of the weapon you are using.
For example, if a fighter rolled a 19 with his longsword and added his +10 bonus to hit, his total modified roll (29) wouldn't be good enough to hit an opponent with AC 30 and would simply be a miss, even though it falls within a longsword's threat range.
