What does it mean when a username is crossed out? Example.

It means they are an ex-member of the community.

Not precisely true. We do not ban people who just wander away of their own accord. But there are people who choose to have their account banned.

No.

That account was banned over a decade ago, when we were on different software. How it appears is probably an artifact of migrating between platforms.
