I've found that in my game, NPC classes don't compare well with PC classes at higher levels. I suggest the following CRs (inspired by discussion with Upper_Krust):
Commoner: 1/2 level.
Aristocrat, Expert, Warrior, Adept: 3/4 Level.
So a 20th level Warrior would be CR 15.
For higher levels, this assumes NPC gear of a level roughly equal to CR, ie 20th level NPC Warrior has same gear value as NPC Fighter 15.
My main remaining problem though is that my campaign has lots of NPC warriors in the 2-8 level range, with only a couple hundred gp's of gear. A Warrior-7 without lots of magic really doesn't compare to a CR 5 Troll... *sigh*
