Crystal of Arcane Steel and Spell-Like ability

Crystal of Arcane Steel (MIC) says "... when delivering a spell or spell-like ability through a melee attack with the weapon."

Well, other than Hideous Blow, what kind of method or ability can be used to deliver a spell-like ability (not spell) through a melee attack with a weapon?

I want to let this item (or something similar) as a treasure. But not just in a treasure pile but in a hand of enemy NPC or a monster.

It is obvious that Duskblade, Ordained Champion, Spellsword and Warlock can use this. Also, it may be combined with spell stored weapon ability. But are there any other option?

The crystal is melee weapon attack only and thus not usable by AA. But I guess a slightly modifying the property to allow ranged weapon attacks will not break the game balance.

The more important problem is that AA is ...... weak
