In a previous game of mine, the GM house-ruled that certain powerful holy temples and their high-ranking holy-types could de-curse an item, making it function as normal.
It seems reasonable to make a Spellcraft check to determine which spell went awry during casting, then remove THAT specific effect using a Targeted Dispel Magic per RAW.
Presumably this explains the relative rarity of cursed items: most Crafters know this and correct their mistakes before releasing them to the general public; lest their reputation (and thus future business) suffers.
