Honestly, there's no good reason for them not to, at least none coming to mind.

Clearly they are earning less and less off of 4e, presumably soon to be zero. They have demonstrated no signs of interest in finding ways to make money off of 4e in the future. It's totally irrelevant to them, so why not drop it into an SRD usable through the OGL?

On top of that, I think it's fair to say that WotC wouldn't see any 3PP putting out 4e material as a threat to their business. I'd also say most people that would actively purchase new 4e material are likely not consumers of 5e, so what's the risk?

Honestly, opening up 4e content for 3PP would be a nice gesture with no downside.
