if something "evil" is going on outside during the windy part of the storm, how are they to know they need to go outside to fight the bad guy in 70MPH winds?

Or in the case of Yasi, gusts in the realm of 280KMPH or 170MPH. Best to stay inside. If inside is still there.

Give them a day or two warning that a massive cyclone is going to hit the local village and cause major devestation.

Without satellite imagery or weather divination they might not even get that! The only warning might be some nutter complaining that his corns are playing up like crazy, or odd wildlife behaviour occurring while the weather just gets worse and worse and worse.
