That's not a fair comparison. The character generator that came with 3.0 PHB was sorely lacking. It was just a demo and not much more than that.

My point was that I don't think the 3e demo was worth releasing, and a 4e demo would probably be just as bad. Besides, character creation in 4e is far simpler than 3e such that I don't think a 4e character generator would be much more useful. If the desire is to use it as a sort of database of character options, the D&D Compendium works decently enough. In effect, that would be your demo for 4e.
