Smarter retailers won't open their own boxes, but will may "Buy Back" selected minis ( that they need ) for store credit ( usually spent on more expansion packs! ). This buyback method is the only source of singles inventory required to keep a healthy inventory of singles. Plus they get the "double dip" profits. There is always someone who will want selected commons at a reasonable price.
