Can anyone make a reccomendation of software that could do tabletop play over the internet?

Requirements:

1) Under $25
2) Mapping and moving "minis" must be easy
3) Die rolling must be done on the DM side. Honor system is nice, but we have a player who tends to produce a lot of "heroic" rolls.

Under $25 total or under $25 per person?

There are several options availabe: OpenRPG (free), ScreenMonkey, Fantasy Grounds, Kloogewerks.

Die rolling isn't an issue with these - the programs keeps the players from cheating.

All of the programs would require some way for you to make the map - either scanning in an existing map or drawing one with a program such as Dunjinni or others.

Personally, I use and really like klooge.
 




Of those listed above, Klooge and Fantasy Grounds were the easiest to use when we were looking at them. We ended up going with Fantasy Grounds mainly due to it's simplicity, but if you want to do more advanced stuff (like scripting) you need to use Klooge.
 

I think Fantasy Grounds will have scripting in the upcoming update, I might also point out that NPC Designer already has the import format so you can generate NPCs in the same format it uses.

This is indeed the case. The next version will be using LUA for scripting and with it you will be able to create and automate any ruleset you can think of that uses the standard dice (d4,d6,d8,d10,d12,d20,d100) for combat resolution.

Edit: We will be introducing license bundling tomorrow on Monday the 19th of Dec. to bring the price down for GMs that want to buy it for a gaming group.
