I remember when I first checked out Brave New World.
Desipite the spandex on the cover, I discovered that starting PC were quite low powered and that all the 4-color heroes had vanished (obviously into a future suppliement where you could get rules for full supers treatment.)
For one reason or another, other gamers didn't plunk down enough change to make BNW a success and the game's OOP.
But I was thinking for various reason that d20 Aberrant would be a fit (if you check out the BNW author's site, he gives give the low down and it turns out that concept wise, the supers in BNW have something in vaguely similar to the concepts in Aberrant.)
Especially if you start off at 1st level or so. I might have to give this a try.
