D20 modern homebrew ballistics rules

It is a 2 page document so it is in the attachement. I would love to know any thoughts on possible revisions. Me and our group are aiming at realism so I doubt they will find this system very clunky but there are a few alternitive methods I have listed as well and which one you like better would be helpful too. TY

Then you'll want to seriously adjust a number of your rules.
  • Autofire Reflex DC: Based upon cyclic rate of fire, effective rate of fire (actual bullets down range), or sustained rate of fire (nominal bullets down range)?
    When typical assault rifles (M16 series) have a cyclic rate of fire of 850 rpm (nominal) and vehicle-mounted weapons have cyclic rates up to 6k rpm, you'll hit some really insane reflex DCs pretty quickly (DC 60 when someone fires an M134 at your general area, which is a lot less avoidable than the reality).
  • Grenade Cooking: The danger when cooking a grenade with a "known" fuse length is that the fuse length is inconsistent. Standard M67 Fragmentation grenades have a 5 second fuse that is actually 3 to 6 seconds long.
    DC 10 on 1d20 + Dex Mod (+1 to +4 before super-action-hero levels) is way too freaking difficult for the simple action of "Pull pin, release spoon. One. Two. Throw."
  • Dodge Bonus: So, you can't dodge someone more than 33 yards from you, nor closer than 7 yards. That's ... not right, but not worth arguing over.
  • You're seriously underestimating the money and education resources available to the opposition. Not only can the suppliers get the tandem charge RPG-7warheads, they can probably get some Javelins too (though the increased cost makes it a poorer return). And that's the ones they can buy rather than steal from in-theater.
    Further, there's always someone who can read instructions and translate them for 80 other folks.
    The other guy's not 10 ft tall and made out of armor plate, but he's not a drooling idiot with nothing but stones and sticks. If he was, he'd already be dead.
  • Aiming at a vulnerable spot is a DC 15 Intelligence check? And how often will the PCs, or other Coalition personnel be able to successfully make such checks?

The Reflex save concept for autofire is fundamentally broken, since it makes armour essentially useless. No amount of houserules will fix the basic flaw.

Dex bonus to AC: Not quite sure what you are houserulling here. You seem to be unsure yourself, with the question marks in your document.

Scopes: Seems reasonable, although it is unlikely a player would be shooting at ranges where scopes are that useful. They are mainly useful for sniping really. If you're using one, you're almost certainly vulnerabel to attacks of opportunity and certainly not dodging 9lose your own Dex bonus).

Shotguns: I have no idea what you meant here.

HEAT/ERA: ditto.
