[D20 Modern] Snipers should shoot standing?

While putting the a GM's Screen together for D20 Modern I noticed something weird. I'm copy and pasteing from the SRD to save typing, and don't have my rulebook to check but look below.

From the SRD...

Is it correct that someone lying down with a rifle is less likely to hit something than someone standing up?

Can some check their rulebook and tell me if this is right. If it is can some check with Charles Ryan and ask him what he was thinking? Okay maybe for a shortbow, or even a crossbow, but is lying down really a disadvantage for a rifle or pistol?

Yeah, thats goofy... I'd say that just about any ranged weapon, unless otherwise specified in its description [a good way of putting oddball rules in :/], would get a +2 attack bonus of the character is in the prone FIRING position. If they are just sprawled prone due to a trip or such, then no, -2 would be fine.
 

In real life, definately not. Standing is more a disadvantage due to the instability, kneeling is slightly better since you usually rest your arm on your knee to form a kind of tripod. Even less "shake" when prone...

Superscript 2, not -2

The rulebook indicates -4 penalty for melee, but no penalty for ranged. The 2 you have there should be a superscript, indicating footnote #2, which states: "2: Some ranged weapons can't be used while the attacker is prone."
 

Hmm strange as the SRD uses superscript without problems elsewhere with it being a rtf file. Thanks for solving that for me.
