[d20 Modern] Stinger missile launcher

Similar to my chaff grenade topic. I need help designing a Stinger missile launcher (Metal Gear Solid style) for d20 Modern. It's basically a personal Surface to Air missile that locks onto heat targets (after aiming on it for a round or so). It loads from a basket on the shoulder. Thanks.

As a note, while I think the game (MGS) does call it a heat-seeking missile, based off how it works it seems to zoom in on electronics or something moreso.

I suppose your main problem doesn't lie in the amount of damage it does, but how attack are resolved with heat-seeking and other guided missiles ? I am also interested in this subject, and would propose the following, but other's comments are welcome.

Well, I would say a normal attack (firing a gun or laser blaster) is instantaneous, thus you use your Attack roll against Defense value and that's all. Note that if I remember well, a moving target imposes a penalty to the attack roll. In any case, it should for target moving very fast.

Now missile attacks are rarely instantaneous. Once the missile is fired, it takes a few rounds before reaching target, either because target is far away and/or also moving fast.

So, maybe the fact the missile is guided would cancel any penalty to attack rolls because of target's movement, and it would also cancel any dodge-like bonus the target may have to Defense, since the missile follows it even while it tries to evade.

Any other idea?
 

Bonus to hit? Normal heat-seaking is +2, or maybe just negates penalties, as mentioned, for motion, concealement, etc., whereas you can get "masterwork" versions...? Not certain how you'd go about making it, though.
