[d20 Past] What should be in Volume II?

What you want is the Medieval Player's Manual by Green Ronin! It is a bit earlier than the 16th century but the new rules fit what you are looking for perfectly.

That's what I assume. The copy says "any historical era from the Renaissance to World War II." This thread ably shows there is plenty more in that slice of time than what they're planning to cover.

I suppose if they considered a Part II they needn't be bound by that statement.

I think d20 Modern would make an excellent engine for low-magic [or no magic] historical RPGs set in medieval times or earlier, and while I think WotC would be more likely to do a low-magic historical setting for D&D rather than D20 Modern [since just the fact that it's D&D greatly expands the potential customer base], I would love to see Adamant or Green Ronin experiment with historical d20 Modern.

It does! Just check out Grim Tales. It rocks... in fact, I am designing a 17th century campaign using it right now.

Also, while I'm not sure it could be done well in a sub-part of a book, I would like to see an Arabian Nights themed bit. I realize this borders on D&D, but this woudl presumably be less high fantasy, more realer.

Well, there is SOLID! The Blaxploitation Experience. I don't have it, but from what the ad copy sounded like, it's right up your alley.

I think that's actually pretty well covered by D20 Modern, doesn't D20 Past sort of cut off at the end of WW2. D20 Modern is from about the 1950 onwards.

As stated the Wizards.com Product Library's blurb, d20 Past only covers a time period between 1450 to 1940. IIRC, WW II ended 1945, give or take a few months.
