Read, perhaps, but not play. And we want people to start playing the Tribe 8 setting, because:
a) It's a cool place, very different from the usual "elves/dwarves/magic" fantasy setting;
b) more play generally equals more sales.

So the book is really a player's handbook, designed to cut down the setting and its assumptions into small bite-size morsels that are easy to absorb and use. Once this is done, there are 20-odd books available to sate one's need for stories and ambiance.
