In general, the players receive one new reset die per session. If they put more effort into things (keeping character journals or coming up with other things to do), they'd get more, but they're busy people and the carrot of reset dice only goes so far.
I've had fights where players really, really wanted one specific power back (like Turn Undead - when you need it, there's no substitute!). They just kept spending reset dice until they successfully reset whatever it was they wanted. I've had other fights where they spend one die to see if they can get one power back, but if they don't, they let it go and just throw some more at-wills.
It never occurred to any of my players to alter the roll of reset dice with any other mechanic in the game, and it didn't occur to me to prohibit it. I agree, though, that it should not be possible.
