What does "damage reduction 10/evil and magic" mean?

A) A weapon has to be "evil and magic" in order to harm this creature.

B) The creature is vulerable to "evil and magic" so that a weapon with either trait will harm it.

Is it even possible to have a weapon that is "evil" but not "magic"?

If the weapon in question is in the hands (or whatever substitutes for hands) of a creature with the [Evil] subtype, then yes. There may be other ways to get an "evil" weapon that is not magical, but they elude me.... ;)

Both Evil and Magic are required. The natural and wielded weapons of creatures with the Evil subtype are evil aligned, but don't have to be magical.
 

"Magic" simply means that it has to have an enhancement bonus of +1 or greater, so a weapon would not be able to bypass DR against evil and magic when it is not enhanced yet has Align Weapon (Evil) cast on it.
