I just finished (today) reading the Wanderer's Journal for the original Dark Sun.

From my read of it, Tyr is no more intended to be free than Raam. In fact, since Raam has the entire population actively and opening talking rebellion, while in Tyr it is just the nobles quietly talking about it, it seemed from my read that Raam was more likely to lose its Sorcerer King than Tyr.

We did a lot of Tyr before and after Kalak's ... departure but we also did visit the other cities.

Urik was used some.
Raam I always liked
Alturak was common but that may have been due to location. The same with North and South Ledopolis.
Celik had a lot of attention as well.

But in truth, we spent most of our time outside of the cities either working caravans, hunting down defilers and locating ruins to plunder.

Mouse got the right of it.

In fact, if the PCs were the ones to do the deed, "Freedom" would an even more awesome adventure.

I changed it to be that way. I read the novel before running, and the idea that the PCs were in the background was total crap. So, I had them get thrown into slavery, then when they escaped, they went to the mountains, got the heartwood staff, and came back to kill Kalak. I threw in some other Freedom stuff, but mostly it was influenced by the first novel. When it came to the gladiator (who happened to be a Mul as well) rolling to throw the spear - well, I have to say that it was the most perfectly timed natural 20 of my gaming career. Other PCs were directly supporting that effort (such as the Preserver shutting down the magical protections).

My campaign did Tyr under Kalak and free. Most of the game was in a free Tyr, but I voted pre-freedom, since that's where we started. Though, I was quite fond of Balic and Nibenay as well. I like Balic for its potential in becoming a democratic city and turning the sorcerer king to a more noble path.
