Darkness, Blur, and Hiding

The Darkness spell provides concealment and a 20% miss chance for those within the radius.

The Blur spell provides concealment and a 20% miss chance.

Why is it that you can hide while in a Darkness spell but not while under the effect of a Blur spell, if both provide the same concealment bonus?

While both spells provide concealment, they do so in a diffrent way. Darkness provides shadows. Blur makes the contours of your body vague, indefinite. Do you wear glasses? When you take them off (if you're near-sighted enough), Blurred people kinda look like that :)

Darkness applies it to an area, blur only applies to yourself.

If somebody disappears from sight and there is only a blurry blob left in view then it is obvious where the person is, if the whole area is blurry then suddenly hiding becomes viable.

Yeah thats strange, I can't imagine anyone getting me with a Blur spell like that, but if you have it bad(eyes), things are just vague colours....
