First a quick intro of how the idea arose:
So, here's the idea.
There's a self-sufficient town or small city inside a HUGE dungeon (created with Dave's), during generations people have lived there and they think that the world is their dungeon, periodically people go hunting to the dungeon, killing monsters and pillaging humanoid villages in order to get resources for their sustenance. PCs must travel the dungeon, help their people to get resources or to find the outside world, or just wealth, is up to them.
Aside from that and from PCs backgrounds, Story would come from random encounters and improvisation. Each tile from random Dave's map could have a random encounter, monsters, NPCs, portals, humanoid villages, or even allied or enemy towns or cities. Difficulty would be based on distance from "city" tiles.
What do you think? could you help me to create the encounter table? any suggestions?

1. I was showing Dave's Mapper to a friend, a 25x25 map and he asked how long would last a campaign in such a huge dungeon and only inside that dungeon, we thought that it would last at least 6 months.
2. I recently watched an anime named The Tower of Druaga, there people lived in a city inside a tower-dungeon, it seemed that they didn't know the world outside the tower and they made periodic raids to see how far could they go up the tower, killing monsters, exploring mazes and stuff.
3. Playing the Kingmaker adventure path, a big story and role elements came from just random encounters, so we learnt that creativity and improvisation can make a very good story.
