If they're coming from Hong Kong, could simply be unpainted minis en route to whether they get painted. The sculpts do look authentic. Are they legally on sale? Not sure.

I think it is along the lines of this.

I could have sworn Mistwell over on circvs posted links to similar looking minis once in a thread he was talking about importing something. I searched and couldn't find the thread though.
 

The red epoxy (resculpt/detail work) on the dwarf suggests that these might be masters from which the molds were made.
 

They are probably just example molds that the workers refer to when in pre-production. Most likely they were stolen from the factory. That happens almost with every set it seems.

Every one of those is a mold of minis that have already been released in various sets.
 


Maybe after they were used to the point of not being viable off which to produce molds, the factory had a raffle and some lucky employee gets to take them home? :D
 

This could be extra material from making molds. Also, sometimes overseas suppliers make a few extras of this and that for the gray market, so this doesn't necessarily reflect materials left over from the beginning of the process.
