Deceive Item

What are your opinions on the following: Allowing the Warlock's Deceive Item class feature to be available to other classes (like, say, Bard and Rogue) by making it a feat with a prerequisite of 7 ranks in Use Magic Device?

This would be in a game without Warlocks in the party, so doing thus would not rain on the Warlock's parade.

Would you design such a feat differently? Why?

What, no takers? Does that mean it seems reasonable or it's such a horrendous idea it doesn't warrant comment?

What about adding 5 ranks in Spellcraft as a prereq? Thus:

Deceive Item
Prereq: UMD 7 ranks, Spellcraft 5 ranks
Benefit: You can take 10 on UMD checks.
