Decrease their Will saves?

I'd say it's definitely going to be a major issue in a campaign with Paladins or LG/NG clerics but might not be seen as evil in a game with druids and rangers as poisons are usually made of natural venoms and components.

Book of Exalted Deeds has apparently pain-free "good" poisons that only work on evil people, called Ravages (I think). I imagine one of them does wisdom damage.

Oh, and the Hexblade's Curse and their Dark Companion (a la PHB II character options) reduce saves, and the latter gives no save vs. the save penalty.

1) Homebrew critter that does Wis damage.

2) Soulknife's Knife to the Soul ability can damage Int, Wis, or Cha by giving up some or all of his additonal Psychic Strike damage dice. Other class powers (Throw Mindblade), Feats (Mind Daggers from Dragon #341), and certain PrCls (Soul Bow) allow this ability to be used at various ranges.

3) The psionic weapon power, Mindcrusher, can do Wisdom damage to Psionic PCs.

QFT. I've never seen Mind Fog used for this very reason.
 

Allip does wisdom drain on a touuch and can be summoned with summon undead 5.

Of course since that spell gives you mental command over the allip, actually using that mental command will damage your OWN wisdom.

The one-round duration of the shaken-no-save effect expires just before your next turn, so Quicken Spell + Fear will help you this round.

As a follow up, Crushing Despair has the same -2 penalty but isn't actually a fear spell. So that's another hex spell you can layer on.

Also, I have to disagree with those who say that using an effect with a Will save to lower the target's Will save is pointless. Sometimes you have an important effect with a low DC. Sometimes time isn't a constraint and it's worthwhile to soften up a prisoner. Often the effort isn't worth the return, but it's good to see what options there are.

That's true if and only if you're talking about a solo, mano-a-mano kind of situation.

It is sometimes of value for the Enchantment-focused wizard to mind fog a large group as a preparatory step so that other casters may benefit from the reduced saves.
 

A hit from the Sword of Deception spell (Complete Arcane) provides a cumulative -1 penalty on the opponents next saving throw.

Limited Wish can be used to grant a -7 penalty to your opponents next save. Well worth the XP in certain situations.

Mind Fog affects a very large area over an extended period of time. This can be useful if attempting to Charm, Dominate, or trick via Illusions large groups of enemies.
