Delta Green b/w CoC d20

I'd like to run an operation using the Call of Cthulhu d20 rules involving a group of Delta Green agents and/or friendlies. The cell will be liaising with a foreign agency to entrap a seeker of forbidden lore. I'd like an emphasis on planning the circumstances of the ultimate encounter prior to it actually happening - like a heist or con movie, so to speak - so I imagine PC input/requests will be liberally granted (whether the other team will be happy about them always remains to be seen).

Characters will be 4th level.
