I don't like how the Demigod's "Divine Miracle" ability gives a carte blanche on encounter powers. Consider the following fix:

Divine Miracle (30th level)
Whenever you spend a healing surge, recover an encounter power. If you have no encounter powers available, you can spend a healing surge as a free action to recover an encounter power, but you regain no hit points when doing so.

Thematically, I like it because it ties the demigod's power recovery to more general vital energies, and in doing so connects more closely to the rest of the demigod's abilities. Thoughts?

(Players with the Forgotten Realms Player's Guide can also use this ability with the Chosen epic destiny.)

I think I'd be tempted to limit it to encounter attack powers only, mostly just so I don't have to worry about later encounter powers... but sure, seems like a good improvement.

I agree with that limitation.

I think it would be fine as written in the PHB if it were limited to Encounter Attack powers, but this looks okay too.
